How does Meta bill WhatsApp API messages?

Since 1 July 2025 Meta has moved from per-conversation to per-message pricing. Each delivered template message is charged once at its category rate, based on the recipient's country code: a message to a Saudi number is billed at Saudi rates even if sent from a number registered elsewhere. The four categories

  • Marketing: anything that promotes or re-engages: offers, discounts, new products, invitations to visit.
  • Utility: messages about a transaction the customer requested: order confirmation, shipping, invoice, appointment reminder, account update.

  • Service: your free-form, non-template replies inside the 24-hour window after the customer's last message.

Who decides a template's category?

You choose the category when submitting a template, but Meta reviews the content and may reclassify it if it does not match; an order confirmation that includes a discount code for the next order may be treated as marketing. Keep utility templates strictly transactional and put any promotion in a separate marketing template sent only to opted-in customers.

The customer service window and the free entry point

When a customer messages you, a 24-hour service window opens from their last message, during which you can reply freely without a template. If the chat starts from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, a 72-hour free entry point window opens in which any message type is free, according to Meta's documentation.

Authentication-international

A higher authentication-international rate of roughly 0.22 SAR per message applies only to OTPs sent to Saudi numbers by a WhatsApp Business Account registered outside Saudi Arabia. If your account is registered in the Kingdom, it does not apply to you.

Volume tiers

Utility and authentication messages have monthly tiers where rates fall as volume grows; volumes are aggregated at business portfolio level and reset every month. Do not budget on tiers until you know your real volume; treat the base rate as the ceiling.

Meta announced in its non-template message documentation two changes that affect most businesses relying on fast replies:

Details worth noting

  • The 1,000 free messages are per business phone number, reset monthly, with no rollover.
  • A reply written by an agent, a chatbot or a third-party AI tool is a service message either way.
  • If you link a Business app number to the API through Coexistence, messages you send by hand from the phone app remain free according to Meta's documentation, while messages sent through the API follow normal API pricing.
  • Meta requires a payment method in Billing Hub and set 30 September 2026 as the deadline; without it, service replies stop after the 1,000th free message.

Who is most affected?

Businesses that rely on inbound conversations more than campaigns: clinics coordinating appointments by chat, stores answering size and delivery questions, and service centres whose chatbot sends several short messages per conversation. They used to pay Meta almost nothing and may exceed 1,000 messages in busy weeks. A small business answering a few dozen chats a day with concise replies will usually stay within the free allowance.

What about Meta Business Agent?

This is Meta's own AI assistant, not a Watily product. Meta prices it at $2.00 per million tokens from 1 August 2026, roughly 4–5 US cents per message. If you use it, budget for it separately from message fees.

Worked examples of WhatsApp costs in SAR

Example 1: a marketing campaign

A store sends an offer to 5,000 opted-in customers: 5,000 × 0.1877 = 938.5 SAR. If only 4,600 are delivered, the cost is 4,600 × 0.1877 = 863.42 SAR, because Meta does not charge undelivered messages.

Example 2: order notifications

3,000 order confirmations and shipping updates as utility templates: 3,000 × 0.0401 = 120.3 SAR. Sent by mistake as marketing, the same messages would cost 3,000 × 0.1877 = 563.1 SAR.

Example 3: OTP codes

An app or store sends 1,000 OTPs a month from a Saudi-registered account: 1,000 × 0.0401 = 40.1 SAR.

Example 4: service replies after 1 October 2026

A clinic sends 2,500 service replies a month from one number: the first 1,000 are free, the remaining 1,500 × 0.0401 = 60.15 SAR. At 900 replies, the cost is zero.

Example 5: a business with several branches and numbers

A restaurant with three branches, each on its own business number, sends 1,400, 800 and 1,200 service replies in a month. Because the 1,000 free messages apply per number, the billable total is 400 + 0 + 200 = 600 messages, or 600 × 0.0401 = 24.06 SAR. The same 3,400 replies on one number would bill 2,400 × 0.0401 = 96.24 SAR. The choice is operational before it is financial: one number is simpler for customers, several numbers are clearer for branches.

  1. List the events that trigger a message: every order, shipment, appointment, OTP and planned campaign.
  2. Estimate messages per event: one order may generate a confirmation, a shipping update and a delivery message, i.e. three utility messages.
  3. Categorise each message: marketing, utility, authentication or an in-window service reply.
  4. Deduct what is free: the first 1,000 service replies per number and everything inside the ad-driven free entry point window.
  5. Multiply by Meta's rates and add up, then add the provider subscription.
  6. Add a seasonal buffer for Ramadan, Eid and White Friday, when campaigns and conversations rise together.

Review the figure after your first month using actual numbers from your reports, and adjust template categories and campaign timing accordingly.
