What changes on 1 October 2026?

According to Meta's non-template message documentation, service replies, whether written by an agent, a chatbot or AI, are billed at the utility rate after the first 1,000 free per business number per month, with no rollover. Utility templates sent inside the service window also become billable. Incoming customer messages stay free, as do all messages inside the 72-hour free entry point window that opens when a chat starts from a Click-to-WhatsApp ad or a Facebook Page button.
